Meaningful Use

Florida SHOTS is Florida’s centralized, online immunization registry. It is part of the Florida Department of Health and accepts data on all immunizations including flu shots.

Meaningful Use Overview 

  • Eligibility: Eligible hospitals and providers that wish to fulfill the Meaningful Use public health objectives of capability to electronically submit immunization data to the public health agencies must comply with established Meaningful Use Objectives. 
  • Exemption: If your practice or organization does not give immunizations, do not apply for a Florida SHOTS account or complete the Florida SHOTS Meaningful Use registration. No state agency can provide an exemption letter because we cannot know whether or not you provided any immunizations during your EHR reporting period. Your billing showing that you have no immunization procedure codes will be your documentation for taking the exclusion.
  • Registration: In order to submit data for meaningful use confirmation, your practice will need to register for “Completing Stage 2.” Registration only needs to be completed one time per practice.
  • Confirmation of Data Submission: Once registered, your practice will receive a monthly email from Florida Department of Health that confirms whether data was submitted and received from the practice. 

Stage 1 is no longer available as of December 15, 2015.

Stage 2 Meaningful Use 

Capacity Declaration: The Florida Department of Health hereby declares that the statewide immunization registry, Florida SHOTS, is fully capable and ready to accept immunization data for Stage 2 Meaningful Use (MU) in accordance with the requirements of the Centers for Medicare & Medicaid Services EHR Incentive Program. Note that Florida’s immunization registry accepts immunization data for all age groups, including adults. Note: The process described below is only applicable for meeting the Stage 2 Meaningful Use Requirements for public health measure 16 “Immunization Registry Data Submission.” For all other questions and requirements, please refer to the Meaningful Use website.

Additionally, you may contact one of Florida's Regional Extension Centers for further assistance with meaningful use requirements.

Healthcare provider personnel who are designated Florida SHOTS “Local Org Administrators” can now register for Meaningful Use Stage 2 within the Florida SHOTS registry. Meaningful Use now requires that data be submitted in HL7 2.5.1 format. HL7 2.3.1 format is no longer being accepted for Meaningful Use Stage 2.

You will need to know the ONC Number for your EHR software. 

Complete the steps that follow to register for Meaningful Use Stage 2 within Florida SHOTS. If your practice or organization does not give immunizations, do not apply for a Florida SHOTS account or complete the Florida SHOTS meaningful use registration. 

  • Step 1: Log in to your Florida SHOTS account.
  • Step 2: Select “Meaningful Use” from the Florida SHOTS menu.
  • Step 3: Follow steps 1 through 5 listed on the “Meaningful Use Stage 2 – Registration of Intent” page.
  • Step 4: Fill in the required blue fields on the “Registration of Intent” form and click “Submit.”

 

Stage 3 Meaningful Use

Capacity Declaration: The Florida Department of Health declares that by January 1, 2017, the statewide immunization registry, Florida SHOTS, will be fully capable and ready to accept immunization data and respond to queries based on CDC HL7 version 2.5.1 Implementation Guide for Immunization Messaging, Release 1.5 (October 2014) and Addendum (July 2015) for Stage 3 Meaningful Use (MU) in accordance with the requirements of the Centers for Medicare & Medicaid Services EHR Incentive Program. 

Note that Florida’s immunization registry accepts immunization data for all age groups, including adults.
